In August of 2010, Pinky Vyas filed the Articles of Organization to form Rising Sun Engineering & Consulting LLC, a WBE/MBE company. Pinky knew she had the skills and knowledge to maintain a successful engineering firm. Since she came to the United States in 1991, Pinky has always had a drive to create her own business. She never let her minority status, both as a female and as an Indian stop her from being in charge of a successful enterprise. In fact, she leveraged those characteristics to develop an international company with diverse practice areas. Rising Sun's success is a result of Pinky's drive, passion, business acumen, and technical know how. She imbues Rising Sun with the energy that sets us apart.
Since Rising Sun formed, we have served numerous international clients including multinational construction contractors and banks as well as small businesses based exclusively in Maryland. In 2011, they brought on Kirty Dave to serve as the Regional Chief for the company's international branch in Mumbai, India. Along with his decades of experience as an engineer, arbitrator, and legal advisor, Kirty brings an exceptional level of enthusiasm, dedication, and nuanced perspective.

Mrs. Pinky Vyas, PE
From working for the Government of India as a Civil Engineer to becoming the Chief Consultant at Project Services, Pinky has worked on numerous projects large and small for nearly 40 years. In 2010, Pinky opened up Rising Sun Engineering & Consulting LLC, a WBE/MBE company and grew it to where it is now. Practicing since the smart phone technological boom, Pinky has hands-on experience with how technology affects the construction industry. Staying ahead of the industry's frequent changes is Pinky's expertise.

Dr. Kirty Dave, PhD
Kirty focuses on the various facets of law that revolve around construction and techno-legal practices, whether that’s helping a client with a delay damages claim or discussing the intricacies of concrete silo construction. Kirty has represented and advised contractors and engineers on the best legal practices for their business for over 60 years. Prior to working for Rising Sun, Kirty was the first Indian engineer recognized by the United States and invited to be a Citizen Ambassador for construction management. In addition to being the Regional Chief of Rising Sun's India office, Kirty is the engineering consultant of Project Engineers, a construction firm, which has built numerous dams, bridges, canals, industrial plants, warehouses, apartments, and office complexes over the last 30 years. Even in his free time, Kirty shares his passion with the world as he volunteers as a professor and guest lecturer at top universities and post-graduate programs around the globe as well as free workshops for many government and private organizations.

Dr. Vandana Bhatt, PhD
Vandana got her start working as a Class I officer in the Government of India before moving on to work as a techno-legal consultant at Pro-Care Project Administrators and Management Advisors. Vandana specializes in all things related to techno-legal construction law, whether that’s arguing against a liquidation damages clause or helping clients work through ambiguous terms in a contract.

Mr. Suraj Vyas, Esq.
Suraj was eager to join the legal team at Rising Sun since its' formation in 2010. During high school, Suraj worked as a Project Organizer at Global Health Linkages, Inc. and interned with, construction company, W.M. Schlosser Co. Inc. and began his journey into the world of construction management. It was also during high school that Suraj volunteered at the Village Learning Place as a teaching assistant. It was that voluntary work that gave him the passion to pursue educating people in the future. Since that opportunity, Suraj has been a guest professor at Johns Hopkins School of Medicine lecturing on bioethics as a part of their medicolegal course as well as an instructor on contract law at Ed-On Center and Pro-Care Project Administrators and Management Advisors. During his college years and through law school, Suraj spent his Summer and Winter breaks working as a manager at Pro-Care, a court stenographer at Project Services, and served as a secondary advocate at Kirty Dave's own Project Engineers company. While in law school, Suraj interned at the Howard County District Court and helped compile a list of relevant civil and criminal law decisions that is still used by judges today. In addition to working at Rising Sun, Suraj provides free Pro-Bono legal help to impoverished clients of Disability Rights Maryland and the Maryland Volunteer Lawyers Service focusing on special education, Medicaid denials, tax foreclosures, and family law. Suraj is also the principal of The Law Offices of Suraj A. Vyas, LLC located in Maryland.
